Road noise through the door
I'm not sure where the noise is coming from, other than the bottom of the door. Any ideas? There's some holes in the bottom of the door, which I assume is for drainage if any water were to enter.
See this rubber like piece on the top left, it fell off, but i reattached it with some screws, so it shouldn't be that. But if the door were to leak air/sound, I would think it would be in this area. Maybe I was expecting a bigger difference with the sound deadening. Or perhaps adding some poly fill to the interior of the door would help.

I also did not replace the cover, which hopefully isn't a mistake. I read in a few places it was not necessarily needed.
What cover did you not install? The plastic piece? The plastic is very important. The entire interior of the door is wet. (hence the drainage holes) The plastic keeps the sound deadening on the door panel from soaking up water and getting ruined.
There is a wool-like insulation on the back of the door panel that, in concert with the plastic, should keep noise down. The linkage rods in the door also have sleeves on them that keep them from clanging against one another.
IMO - When I hear road noise, I just turn up the stereo...
