Dielectric grease can be used in any connection that is exposed to the elements. It is not always necessary depending on the connector design (i.e. connectors that are already weatherproof without dielectric grease) but it won't hurt anything.

There is a GM Technical Service Bulletin for the PCM connector. Whenever it is removed, the seal is supposed to be replaced to handle water intrusion: https://ls1tech.com/forums/general-m...onnectors.html
