Starter engage wire prob

Lets see so now my starter doesnt work at all ...Brand new LT4 starter.. I tested the big pos cable and its getting same voltage as batt, but the little cable when tuning the key to try to start is only getting like .2 volts..Is there anyone in chicago that can help diagnose this crap... First my car doesnt run right now it doesnt run at all..

It is a problem with either the vats lock cylinder or the theft deterent starter interrupt relay.

also when I turn the key to crank the radio doesnt turn off liek it should
