fuel pump power supply?

Default fuel pump power supply ?

when the motor is running does the fuel pump run constantly and the extra pressure bled off by the regulator. or does the pcm turn the fuel pump on and off as needed. I doubt it's this way as I see no way for the pcm to know the fuel pressure. I put a gauge in the line by the filter and the pressure doesn't hold steady(goes back and forth from 25 to 50 psi) I think it's the fuel pump going bad but wanted to make sure before I yank the tank. it's such a pain and I'm fixing to sell the car so I don't want to just cut the hole in the trunk
