Question Aftermarket foglight problem

I replaced my stock foglights a few years ago and I've been having a minor problem ever since, but I'm getting really annoyed by it and was wondering if there might be an easy fix.

The problem is when I first use my foglights (or hit lock/unlock with the foglight switch on) after the car has sat a few hours, the driver's side is the only one to initially light up. If I start the car and let it run for awhile, or just rev it a bit, the passenger side will eventually come on as well.

I know it's probably a voltage issue, but is something (relay?) that must have a certain amount of voltage before triggering the other side on? I assume this has something to do with the aftermarket fogs drawing more power than stock, I just don't know what to do about it.

And yes, the aftermarket fogs are still using the stock wiring.
