Default loose steering

Got a friend who owns a Camaro and when he drives it , it has about an inch of play in it to the left and right before it actually turns what do yall think that might be or how can it be fixed

The first to check is if there is any play with tie rods. You could probably get underneath the car and see what's causing the play. I had alot of play in 2000 TA with 138K highway miles and I replaced the rack and pinion and now its fixed. But before you replace the rack try to see if something else is loose down there.
