look at the fuse box closest to the radiator. there is a black piece next to that. That controls the headlights coming up and down. I had the same problem, my driver side didnt pop up, but the passenger one did. I found a used piece, and that fixed it. You can manually pull the headlight up but you will have to pull it back down if you want it that way. Hope this helps. (I dont know the name of that piece, headlight actuator maybe)

headlight actuator is actually another name for headlight motor. Disassemble the headlight assembly from the motor and see if the motor runs without it being attached.

If it doesn't work, I would check the headlight connector. To find the connector just follow the wires from the headlight motor and headlights. It's the first connector you run into. Anyway, open the connector and check if the plugs are making contact. The plugs tend to fry up sometimes.

If this is the problem then cut the wires that connect to each other and make a straight connection using one of those connectors from your local auto parts store.

From my experience it's always the motor itself that has the problem or the gear or the connector. Good luck with it.
