How do you get to the fuse block?

How do you get to the fuse block? On my firebird my power windows dont work, my radio has terrible sound quality, and my battery runs out of juce real fast. I asked a local mechanic who also owns a firebird and he says it could be the fuse block. He said that sometimes if there is an aftermarket sound system put in that the extra power needed could fry the fuse block. When I got the car the owner had an after market radio (which was wired real strange, like cut wires taped to other colors) and in the trunk i found a ground wire possibily for subs. So all clues point to a bad fuse block.
My first question is: Where is the the fuse block?
Second: What does it look like?
Third: how do you get to it the easiest?
Any relpies would greatly help and pictures would be even better. Or if anybody has any other suggestions that would also help.

there are 2 fuse panels under the hood and one in the das next to the driver's door. i believe the radio fuse is in the dashboard one. do you have a owners manual? it has the pictures.

thats odd, I know what you are talking about but the mechanic said it was somthing to the right of the gas pedal, he called it the fuse block but there must be another name for it or somthing.
