lights flicker when i put the hazards on???????

lights flicker when i put the hazards on??????? so heres the deal. evertime i hit the brake pedal, the volt meter flickers. so i throw on the hazards and the volt meter flicks and the lights tick. the lights dont completely go black, but u can tell there is a flick to them.
-bad hazard switch??
any suggestions?
