Water as coolant?
14.7 is about 1 bar so assume 1 bar
At one bar of pressure water could vaporize as low as 212 and we have to assume that unless you know the total volume.
If we assume the radiator cap can handle 1.5 bar or 22.05 PSI then the min temp for steam has only increased to 248 degrees F!
That was using table values that would guarantee all steam.
If I wanted to use the Saturation temp I would say that a partial steam mixture could form at as little as 232 at 1.5 bar and 211.34 at 1 bar.
Personally, I am sold on that it could happen. I looked that up in a Thermo table BTW.

If you have a 15psi rad cap add 15 to 14.7...Now look up the BP at 29.7 psi on the chart. (about 250F)
This will of course vary slightly with altitude. In short the rad cap is rated at psig not psia.That being said yes a 50/50 coolant/water mix will raise the BP to about 265F. Again Im not recommeding anyone run pure H2O permanently, it can cause deposits without the coolant. Though it does have better thermal transfer characteristics.
Did I mention Dexcool sucks! I'll never let it stay in my cars. I use the universal from O'reillys.
