abs sparking sound

abs sparking sound the abs block thing, right in front of the fuses in the engine (dont know what its called) makes a sparking sound when i turn the key...is this normal? i was told i have a bad ground and my battery is drawing 10 amps, where as im only supposed to be drawing around 2 amps when the cars off...any help, opinions, ideas?
