Having problems with Wipers not turning off?

Having problems with Wipers not turning off? May be hard to explain, but my wipers work fine when on any of the on position, but when turned off the motor keeps running and try's too pull it down farther.
Example: sounds like when you have ice on your windshield and it can't go far enough down, and then every 20 seconds or so it will raise the wipers about 4 inches and go back down.
I can hear the motor running constantly, I pulled the fuse to stop it. The ONLY thing I worked on was I installed a new HID kit. I CAN not think of any reason why this would of effected anything. its basically like replacing new bulbs, nothing more.
anyone ever have this or have any ideas. I have a 99 SS. thanks
