ignition key wont turn

ignition key wont turn????? i lost my only key for the T/A 
. so i got a new one made with the vin number but when i went to turn on the car the key wouldnt turn. the steering wheel is locked so i twisted the wheel and tried to turn the key but no luck. the other key that was made is for the trunk and it works. i am wondering if ignition has been changed or if my steering wheel is jamed?
