Windshield washer fluid Jet doesn’t work

The passenger side windshield washer jet does not spray wiper fluid. When I bought my ‘02 Camaro it had WATER in the wiper fluid container. I understand that pure water can cause calcium buildups and deposits in wiper fluid lines. What do you recommend I can do to make it work?

Take a little twist tie for plastic bags and strip off the paper/plastic coating to reveal the bare wire, it's very thin and bends easily, great for getting in there. About a month after I got my car the sprayer wouldn't work, opened up the resevior to see a solid brick of ice.
It was only 20 degrees out, so it must have been about 90% water in there. One of the things I would love to thank the previous owner for.
