Is it a grinding noise or loud rapid clacking/clicking?
Keliente is right. 11V is not enough to start the engine. You need to jump it. When there isn't enough power to start the engine, you'll get a loud rapid clacking/clicking sound.
Have the battery tested. You may need a new one.

you may want to charge/jump the car just to be sure. a little more info on the work done to the car also might help if thats not it. lifter type, new or used, reason for the swap, things like that.
