Default Air Conditioner Charging

I recently replaced the AC Compressor, Accumulator, and flushed all the lines. I pulled a vacuum on the system, and it held 30inHg. When I go to charge it the thing has only taken around half a can of refridgerant. It jsut doesnt seem to want it. The car running, and ac compressor on, and I can visibly see clutch engaged. AC is still hot, accumulator shows no condensation and it hot to the touch.

With manifold gauges applied it showed 30 PSI on the lowside, however the accumulator did get very cold...

Whats up?
