knocking noise

knocking noise please help
got a knocking noise coming from the rear passenger wheel. Can easily be heard at low speeds (high speeds I assume the exhaust is too loud). Noise seems to be in sync with speed and tire rotation.
Sound only comes when moving forward... I dont hear it while reversing
I took the wheel off and didnt see any evidence of rubbing. The car was sitting for a while with the E brake on so I replaced the brakes and had the rooters turned.
Any ideas?
