Default Problem with 1996 Z28

Hey folks, I may be buying a car from a member here but it has a problem on cold starts. It acts like it may be flooding, but if you tap the gas a bit it comes on. After its been started, it runs great! No misses, skips or anything. It has 125,000 on it, has new plugs in it, with a few modifications.

He thinks it may be the fuel pressure regulator, but isn't sure of it.
What does this sound like to you?

might be a bad/leaky injector also

If it is a leaky injector, is there a way I can just pull it out and look at it, or is there some type of test I need to run? This will be my first time dealing with an LT1 motor.

you can test and clean injectors some of the sponsors on here do it....its not that much
