I like AKM and Tunercat. I bought a cable from AKM and downloaded Tunercat to change fan temps and play with fuel tables.
I also found a program online called "freescan" which gives real-time sensor outputs (VSS ECT etc..). There's another one that I have which was also free and gives codes.
Going that route, you'll need a laptop and a cable from AKM ~$120.

Stand-alone scanners tend to be expensive. If you car was OBD II you could get something at Harbor Freight that would give you codes for like $30. The cheapest OBD I scanners that I've seen start used at ~$500+ on Ebay.
Maybe someone else knows of a cheaper one. I'd love something that could read the ABS and airbag codes from my 1995 Camaro.
Also, shbox gives the follow diagram for converting an OBD I scanner to the OBD II plug.
