Default should i do it before or after

im going to put seafom in the gas tank, should i change the fuel filter first or do it after

Change the filter after the tank is as low as you want to let it. Seafoam is 20% alcohol(I think) and alcohol will clog your fuel filter when it absorbs any moisture in the tank.

After, that way you'll get the full cleaning effect and not waste it on the dirty old filter.
