Seat Belt Locks?

Seat Belt Locks? Hey guys,
You know how the seat belts are supposed to lock when you either pull on them really fast or slam on the brakes?
Well mine don't lock.. I was pulling on them the other day to check them and they dont lock up. Is this somehow activated otherwise in our cars or could something in the seat belt be shot?
My 3rd gen did this too..
