Temp.?!

Temp.?! I have a 1995 Z28 and when the car is off the motor temp gauge goes to pretty dam high up there. but then when you start the car it goes to where it should be. Is this a problem or is this just somthing that they do?!
The gauge goes up BEFORE you have started the car? As in - you wake up in the morning, go out and put your key to ON and gauge jumps to red? Or you run the car, gauge is at 210ish, turn it off and it shoots to red? Please be a bit more specific if ya could.
I have noticed that, if the car is already warmed up, when I turn the key to on (engine off) the temp gauge will rise, and then after I start the car it slowly falls back to normal.
