ARP head studs questions

ARP head studs questions
Just got my ARP head studs from TSP, part number 234-4316. I'm a little confused looking at them. There are four 11mm bolts that are shorter than the other 11mm bolts:
Does anyone know why these are shorter, and which head bolt holes they go into?
Also, it seems like other people on this forum have torqued the studs to 65 ft lbs with PN 234-4316. The instructions that came with mine in the ARP box say to torque the 7/16" diameter studs in 3 passes to 80 ft lbs. So which is correct?? It says the tensile strength is 200, 000 psi, if that helps.

just want to make sure i don't put these in the wrong spot. you say upper row, but the very top row are for the smaller studs. so are these the right spots to put those smaller 11mm bolts?

Thanks guys!! I thought this was the last piece of info I needed before starting to install my heads. Unfortunately I completely forgot to get deck to head dowel pins.
