Rough on Cold Start

Rough on Cold Start I've been having this weird issue for a little while. Basically, when I cold start the car it runs rather rough. Sometimes revs drop to 200 and it almost dies out, then jump back to 1,000. After couple of those cycles it settles at normal idle.
Also, after cold start if I rev it to 2,000 the motor feels very rough almost like it's misfiring.
I changed the spark plugs and had my tune checked and it seems ok.
I do have epoxy on the TB, so I think that could cause the idle problem but not sure of the roughness when I rev it.
The car is all stock besides ported TB, Corsa cat-back, and a tune.
