I live in NC, do I NEED cats?

I'm getting ready for the Pacesetter header install, and now I can't decide on a Y-pipe.

Should I go ORY? or should I buy a catted Y?

I don't know how bad NC is with emissions, do they actually look under the car, or what?

Can I just buy an ORY, and then cut and clamp some 3" high flow cats later?

You will be ok if you have a hook up at the emissions station and have all of the codes tuned out. Ive had no cats for almost a year now and no problems at all.

I have all the AIR, EGR, and rear 02s tuned out already. So should I attempt my inspection with an ORY this summer?

Yea, I'd just find a mom and pops place and most will let it slide. Just be sure that they will before you let them start looking it over, most country places in my area dont care long as the ses lights off.
