Broken Header Bolts?

Broken Header Bolts? Well I was cleaning my swap 5.3L last night and noticed that I have 3 broken header bolts. 
Before I put a wrench to the rest of them, any tips on hwo to get the penetrating oil back into the threads? Id like to avoid more broken bolts if I can. The motor is out so I have plenty of access to the bolts, and I have been spraying them with PB. Im going to give them all a few taps with a ball peen as well as some heat. Any other tips?

yeah, take the heads off and get the bolts taken out by a machine shop. I had a set of stock 241's with 1 broken bolt in the head, a buddy swore he could get it out on his own. Needless to say, a few days later they were in the nearest dumpster.
