Header brand with no rasp for my setup, any suggestions?

I was told i need a new ORY pipe if i run header cuz the stock one is not acceptable, but from what i heard ORY pipes make your car so loud its annoying. I dont want an ORY if i dont need one. Also, I do not want rasp, any suggestions on what brands $500 and under that will accomplish this?
Please explain this ORY deal to me as well, thanks.

only setup you can get is Pacesetters for under 500, you can get hookers uncoated under 500 but its not worth it, just spring for the coating. D/D with magnaflow muffler and ORY shouldnt sound to bad, can always add a bullet to the I pipe if need be.
you dont have to run an ORY, a catted one will work, but that'll have to be custom mad if you want the pacesetters as they dont make a catted setup.

Slowhawk, I'm not sure that's exactly true but I would agree that it is the biggest part of the equation. It all plays together. For example...
'00 Z28, Mac headers, no cats, B&B Tr-flo. TERRIBLE drone with the cuttout closed and even worse with it open! Added bullet muffs and got rid of 90% of the drone.
'02 Z28, QTP headers, no cats, stock exhaust, with the cuttout OPEN. Almost no drone. With it closed, absolutely none.
Point being, with the Macs I could not drive the car on the street with the cuttout open. It would drive me insane. With the QTPs I can. Not bad at all.
