Default inner header tubes getting hot?

I have a fresh motor with new headers on it. Pacesetter brand. They are painted black and I put extra paint on them. Fired the motor for the first time and all was well after about a minuet the paint started smoking off. Probably normal. After a few more starts all seemed fine then one time it started again so I got my inferred thermometer and the two inner header tubes climb quickly to around 400-500 degrees? Is this normal seems too hot to me. My other car has SLP headers on them and they do not get that hot? Any one help here?

you cant compare the 2 unless you are using same headers. slp headers might tolerate heat more than black pacesetters. and i dont think 400 is a lot. i have heard many stories with black painted headers.
