Loss from cats on a bolt on car?

Loss from cats on a bolt on car? I'm considering going to a true dual setup when I order longtubes, and due to emission here in MD, and also to keep the volume reasonable if I add a cam in the future, I'm thinking of doing the duals with with high flow cats. I could probably get away with the emissions, but I'm concerned about exhuast smell and too much rasp/drone.
I've searches a lot and opinions seem to vary alot. I'm just looking for an an good answer from experience. How much rwhp would the cats cost me on a bolt on car? For the future, how much on a h/c car?
On a side note...would going to 1 7/8 longtubes over 1 3/4 make up the difference on a bolt on car?
