Default Can someone ID this, please?

Car has been acting a little strange.

On startup, idle, etc it's hitting higher than normal RPM. on start it jumps to ~2,000RPM.

So, I popped the hood and was about to look for unmetered air with a can of carb cleaner, but heard a tell tale whistle.

If you look at the following picture, between the throttle cables you'll see a hose with a hole in it.

Can anyone tell me what this is?
Can I delete it?

TIA

Connects PCV valve to the throttle body. That definitely explains your problem. You can replace it with a short piece of regular fuel line hose - I forget the diameter, 3/8 or 5/16.

Just rigged up that whole piece with some rubber hose and T's not too long ago. 3/8 I'm pretty sure.
