Idle Gradually Increases

Idle Gradually Increases fbody ls1 in my 240sx. ive disconnected the throttle cable so it cant be the tension from that. the lowest rpm ive see is 1600 (i'm checking this with my ultragauge) cold start. maybe 30 seconds later it slowly starts rising to 2k and even 3k before i shut it off.
i just recently replaced the intake manifold gaskets thinking it was leaking from there and it didnt fix the problem. i do NOT have the iat sensor installed, but ive hooked it up and let it dangle while starting the motor (i dont know if it being installed or not will affect the idle).
ive also tried removing both the IAC and TPS, and the symptoms are still the same.
the video below is from a semi warm start so it starts rising a little faster. the last blip around 3k was me tapping the throttle.
can you guys give me some ideas as to where to start looking. im getting sick of seeing this thing in my garage.
