No one usually ever fixes it, they usually just remove it. But if it is clogged, it would most likely have to be taken apart, not the tubing but the actual EGR. The thing on the passenger side head that has an electrical connection going into it. You can take the thing off with 2 bolts from the top and you will see the exhaust coming in from one side and exiting to the intake on the drivers side. It shouldn't be too hard. If you want a new one i am sure there are several people who would be glad to sell you one.
What is the "problem" you never stated it here or there?
A code? The EGR's are not really meant to be cleaned, just do not let the cleaner into the soleniod section of the valve.
Cutting the tube is fine no prob's there.
