Can a MAP sensor cause this

Can a MAP sensor cause this Im having issues with the car rpms surging around 1100rpm around every 5 secs with ac on. Around every 10 sec when off ,only with the car warmed up.
Ive used a manual analog gauge and get a vacuum pressure of 19psi
My 2 scan tools both see vacuum pressure at 10psi
I took pressure readings on multiple places and double checked my tools on 2 diffrent cars. They are accurate.
Did get a code stating that the car was unable to find the correct low idle but didnt point out any sensors.Sorry forgot the #
No other codes are present.Do hear alittle pinging more than usual,could be in my head. Car does smell rich and did get a backfire and refuse to start 1 time.
So my question is does this seem like a good place to start? Is it possible for the map sensor to act up alittle but not be all the way out.I can check any other sensors data just let me know what the norm should be cause im a noob to graph and chart data.
