Default TPS showing 2% at idle.

It will be showing zero but soon you crank the car it shows 2%. Tried different things, re-flashed PCM, cleaned the TPS, and tried another TPS. Still same result, checked grounds, and connectors. Nothing has been changed on the the car. Any ideas?

Does it change at all when you turn the throttle blade?

Why would you think that's not normal? When an engine is running, the throttle blade(s) must be open to some degree...
