ect sensor trouble

ect sensor trouble Hi i have a 98 camaro ls1 and A check engine light just popped up in my car p0118 ect sensor circuit high. I just went out and bought a brand new sensor threw it in and its still running all messed up. first off when i had the scantool on the car the coolant temp was reading -39 degrees C. I grabbed my multimeter and started checking the circuit and this is what i found. i tested continuity between the brown wire and ground and it has continuity. i tested for voltage on the other 2 wires yellow and green and here are the results. Green wire reads 11.85 volts (battery voltage is 12.5v key on engine off)and the yellow wire reads 5.15V. should my constant power (green) be the same as the batter volts? does anyone see an issue with those numbers ? and heres another thing that might effect this issue. while my car is running the the battery voltage is 13.7 with a 04' suburban alternator 150amp output (stock is 100amps i think) ik the amperage output is irrelevant for the voltage im just trying to give u guys the best idea of my issue possible. any advice?
-39 is as if the sensor is unplugged. A bad connection at the plug?
Try the wiggle test while watching it on the scanner. If the gauge in the car works
the green wire is fine. See if you can back probe and check the volts again
(straight pins work well) Pins can also be used to tighten up connector.
At -39* you have gas running out the tailpipe.
