Default Rusty harmonic balancer?

I'm putting my gto back together after a head/cam install and my balancer is pretty rusty. Is this common and should I replace it or somehow clean it or just reinstall it? Id like to keep it cheap so either installing it or somehow cleaning it would be ideal. Any opinions?

Thanks!

When I was installing my idler and tension pulleys couple weeks ago I took a electric wire brush and a dremel with the wire brush attachment and just cleaned it up. I also had to install new belts so while under the hawk I just cleaned it up. Then I sprayed this rust neutralizer that Lowe's sold over it.

The balancer on my LS2 (out of a GTO) is rusty. Ugly, but functional, I suppose.

I think all the Gen III/IV balancers get that rusty look. Go for an underdrive pulley if you care to replace it, otherwise don't worry about it.
