Default At what point is a vacuum pump necessary?

My newly built 408 has been burning a decent amount of oil...plus, it smokes quite a bit going down the track. It doesn't have a catch can, but the pcv is still intact. I'm sure the motor is ingesting a lot of oil without the catch can. Is a vacuum pump necessary? How would I know if I need to install one?
