More LQ4 troubles

More LQ4 troubles Still trying to get this LQ4 build running right. The car wants to accelerate on its own at low speeds and will pretty much idle up to 55-60. Scanner shows TPS at 0%. Replaced the ICV and no change. When the ICV is disconnected the car runs fine. My tuner claims everything is good on his end. I don't think its the converter being too tight as this cam is very very mild at 216/224 114. What else could cause this issue?
Car also has a high idle at times for no apparent reason. When shifting from Drive to Park the RPM's will shoot up to 1500 then die back down after about 10 seconds.
