Nick Williams tb not opening all the way?

Nick Williams tb not opening all the way? I had to reset my tps tonight and checking my voltages it doesn't add up. Has anyone had an issue with a nick Williams 92 not fully opening? I did it by hand and only came up with 4.32 volts and with all the voltage rages I've found it should be in the 4.6 volt range. The scanner still shows the throttle position as 100% at the 4.32 volts though. I'm confused, is this normal? I know the with the stock tb it's common to grind the stop I just didn't figure it would be needed with an aftermarket tb.
Be aware if the tune is not adjusted to account for what percentage is max things can be wrong in the tune. Especially with automatic car shift and downshift points.

Yeah I only asked because I just put in a ported polished TB and had a high idle and my adjustment was off.. had to mess with the adjustment for about 20 min before I got the WOT and idle correct. Pretty easy once you figure it out though. Let me know if that's what it is I can try to explain it better and how to fix it
