which header would be best for a 416-418 stroker.street/strip car

From what I have read and seen through forums and people doing dyno tests, the 1 7/8 is usually better but it mostly comes down to the design of the header. Depending on the vehicle, if it is a real compact vehicle a larger header usually takes sharper bends to make it fit which can reduce flow and power. So It depends on a lot more factors than just the cc of your engine. What setup, what kind of vehicle, long tube vs short tube.
