Default Help - Need a new Starter? Please Verify my work!!

Ok,
So I have a car that wont start.

In the cockpit
1- When I insert the key in the ignition and turn the battery/car ON, they dash lights up, bells charm, everything normal.
2- When I kick the key over to START, nothing
3- No unexpected dash lights, no security light, everything looks normal.

On to the underhood fuse box.
Key in, Car off...
1- 50 Amp Ignition Fuse
a) reads 12.6 volts at fuse panel
2- Starter Relay
a) reads 12.6 volts at fuse panel PIN C4
b) reads GROUND at PIN B6
3- Ignition Relay
a) reads GROUND at PIN B1
b) reads GROUND at PIN C1
c) 12.6 volts at PIN B3
d) reads GROUND at PIN C3
Key in, turned and held in the start position, clutch pedal in, tranny in neutral...
car wont start, no clicks except a faint one under pass side hood (probably just the relay)
1- Starter Relay
a) reads 11.6 volts at PIN B4
b) reads GROUND at PIN C6

So if you look at the attached diagram, everything that is supposed to send juice to the starter looks like it is. So I figured it has to be the starter. So before I jack up the car (Which is a PITA in my siuation) and purchase the parts, can someone please verify Im not missing anything??

use a screwdriver and jump the terminals on the starter to see if it works. just touch and pull away. might weld to terminals.

Or put a volt meter on the small S terminal on the starter and turn the key to the start position. If you have 10 volts or more when the key is in the start position and the starter motor does not crank the engine over, then the starter is most likely bad.

Please double check the car is in neutral beforehand if you try this method!

FWIW, it wound up being the starter. Swaped it out, car fired right up.
