Default IAC Question

My IAC appears to be stuck fully extended. Sometimes the engine is hard to start. Other times it will start, idle OK for a while then suddenly die. It will die in the same manner every time the tranny is put in gear unless I crack the throttle beforehand. Once it starts to die, nothing stops it. I am assuming the pintle extended that far, it is blocking the bypass passage. If I remove the IAC and plug the hole, engine fires right up and idles at 1250, as expected with the bypass wide open.

With the IAC out of the TB, when I turn the key on I can hear the motor but the pintle barely moves and comes back to this extended position. I have tried retracting it by hand with no luck. Is there a trick to retracting it or is it now junk?
