Is there suppose to be a rubber bellows before the MAF?

Looks correct. Only has bellows on one side. I remember I had to heat the slp lid to make the maf fit inside.

Would this cause a vacuum leak?

The bellow is normal so no issue there. The filter has a seal built into it that should seal against the bottom of the lid, so even though the fitment doesn't look great it is not going to cause a vacuum leak. Also if the lid would fit better sliding back trim the bellow a little to allow for some movement. No doubt the airlids for these cars leave a little bit to be desired in the fitment department sometimes.

Your bellows area looks good. For the gaps you show in the pics, I think I remember when I first got my SLP Lid that it took a bit of finagling to get it to seal. I don't remember ever having an opening nearly that big though. Go around the lid and make sure nothing is amiss. Usually getting the tabs in the back to go into the slots was what usually created issues for me. Also, make sure the filter is not cocked in there or something.
