Default ARP crank bolt with oil on it?

I had a pinched o ring so had to pull the crank. I have an ARP bolt and it was full of oil on the threads. Is this normal?

Yes. The balancer presses against the end of the crank, bu there's no seal. So oil gets in there. I use a little bit of silicone on the end of the bolt that does no go into the crank snout to prevent the leak out the end. It doesn't leak much, but it annoys me.
