blue pin 2 is 'trans range "b" in' ? im a manual transmission if that means anything (this goes to the 'automatic transmission fluid pressure manual valve position switch' ... unless i'm mistaken what blue pin 2 is?

sure. If I'm not mistaken vats will usually allow the vehicle to prime. But I could be mistaken.

Did you check this at the pcm?

I assume you are talking of the ign relay? If so, it doesn't receive power from the pcm, it sends it to the pcm.

I was reading back over the first few posts. When I said "ground side of the relay" what I actually meant was "is the relay grounded?" By using that jumper wire you aren't actually testing to see if the ground to the relay is good.

I'm not sure how i'm not testing the ground if i use that jumper wire ... where would the ground be located if it's not there?

The 4 pins were your relay plugs into.

One is 12v from the fuel pump fuse.
One goes to the fuel pump.
One is the 5v signal from the pcm.
One is ground.

When the relay is installed, it won't function without a good ground.

Jumping the fused 12v to the fuel pump does nothing to test the relay's ground feed.

Ok. You need to test for 12v AT the pcm pin 19 blue connector. There isn't much else in this.

I may be mistaken but is that circuit only powered up for 2 seconds when the ignition is first turned on and then once the pcm receives a cranking reference it powers it up for as long as the pcm sees the cranking reference?

Sounds right to me.
