Should a motor be always install at 0* degrees
I set mine at 3* down so I can set pinion angle easier. Edit: "With frame sitting level"
The factory used to set them at 3* down if measured at the heads or block, If using the carburetor mounting base then they were set at 0* because the intakes are manufactured to take the 3* block angle into account.

funny story....I went over to a buddies house because he was having trouble getting the pinion angle setup and the first thing I noticed was he had the car sitting on for jack stands and the car wasn't level. Not only was it not level front to back it wasn't level side to side. After getting the chassis level I instantly noticed the motor was leaning to one side ALOT! lol. It took him a couple hours to build his mounts and about 30 seconds to cut them back off.
