Replace the instrument panel cluster (IPC). Refer to Instrument Cluster Replacement .

Typical factory troubleshooting flow chart...
Instrument cluster = ALL the stepper motors and the driver electronics, in one big assembly
No sense in changing the whole cluster if only one stepper motor is bad.
