OEM - replacement cats

Where can I buy new cats (cheap) for my wife's foreign car (BMW)?

I thought if a cat went bad before 100K miles the manufacturor was tagged with the cost of replacement under US Federal law?

I think it's under 50k miles and/or 5 years?
You might have to go to the dealership on that one but it won't be pretty when you see the invoice.
