No. I would say a cut-out is pretty much like running loudmouth. With open headers you will be able to feel a big difference on the low-end (less power) on a pretty much stock car. If you are asking about sound then it depends. I have a cut-out and no cats. It's LOUD, the cam helps with that though

Yeah as said above, I think cutouts right behind the headers are CLOSE to open headers, but not exactly the same. You'll notice that some exhaust will still go through your pipes, probably providing you with a little needed low end torque. I personally think the best place to place it is in the I-pipe, you'll gain the high rpm horsepower without losing anything down low.
I saw some side pipes come out right before the rear tires on a TA. You don't see the side pipes often, and I think I would like to go with something like that. Where can I get some of those stainless rectangular-like tips?
