i know it seems like a stupid question but my truck doesn't have it so i never felt the need to learn about it.

I'm not really sure. <img border="0" title="" alt="[Wink]" src="gr_images/icons/wink.gif" />

exhaust gas recirculation
It allows a small amount of exhaust gas back into the cylinder to keep it cool (keep cylinder temp. down), therefore keeping the emmission called nox down. Nox causes smog.
Egr only works while cruising. Closed at WOT

You don't need this on all vehicles.

You can actually match a cam properly to induce limited exhaust gas reversion into the cylinder to have the same effect. This is probably why your truck doesn't have it.

Egr is added on part throttle by adding exhaust gases (low o2 content)to intake charge. This addition of inert gas to the combustion chamber causes it less heat production during combustion. High level combustion chamber tempurtures cause high NOX & spark knock/detonation.
